This site is a result of an educational internet project, ThinkQuest, produced by two students, one from Atlanta, USA, and the other from Cape Town, South Africa.  The web site is non-technical: it does not go into depth with mathematical formulas, but tries to give a more general understanding of Artificial Neural Networks:

practical applications lists some applications of networks and working examples.

neural resources lists relevant web sites and journals.
brainy fun has some entertaining time wasters ;)

about this site lists tools used, team info and bibliography.
